DEPARTMENT OVERVIEW

The Office of the Chief Investment Officer (UC Investments) is responsible for managing the University of California's retirement, endowment, working capital, and cash assets under the policies, guidelines, and performance benchmarks established by the Regents. The mission of the Office is to implement those policies and guidelines by selecting, executing, and monitoring investment strategies designed to add value over the benchmarks within a risk-controlled framework. The Office adheres to high ethical as well as professional standards in serving the investment management needs of its constituency. The Chief Investment Officer has full investment discretion, while the Regents retain responsibility for Asset Allocation and Investment Guidelines.

POSITION SUMMARY

The Operations Analyst, Public Investments plays an important role in planning and executing projects and processes which further the goals, responsibilities, and successful outcomes for the office, specifically for Public Asset investments. This position will support functions within UC Investments, and he/she must develop a thorough understanding of our governing body, stakeholders, portfolios, and data structure, which are critical to success in this position. Qualitative and quantitative analysis, market experience, and judgment are essential. As a member of the team, this position will support the office by generating reports; design and/or execute research projects; analyze and measure risk; provide ideas and recommendations. Monitor and report on internal trade allocations, liquidity, performance, and risk trends across Public Asset Investments.

RESPONSIBILITIES

40% - Trade Processing / Settlements
  • Work with internal portfolio management cash / fixed income team to ensure timely settlements of executed trades. (Bloomberg experience a requirement.)
  • Communicate with trading counterparties to resolve settlement issues.
  • Oversee creation of new trading accounts, maintenance of counterparty settlement instructions, and corporate action responses.
  • Confirm liquidity impact of trade settlements with custodian and investment cash forecasting teams.
  • Act as liaison between executing broker-dealer, trade processing vendors, and custodian bank to ensure proper accounting and custody data of internal trade activity.

30% - Analysis, Reporting, Communication

  • Reconcile investment information with custodian bank and resolve any discrepancies.
  • Ensure activities are being performed in accordance with policies and procedures and identify and recommend improvements as deemed necessary.
  • Assist Public Asset investment teams with ad hoc requests including transaction modeling, asset allocation projections, etc.
  • Establish and maintain strong partnerships to provide support and information across the UC Investments groups and stakeholders.
  • Assist in managing on-going relationships and ensure adherence to workflow procedures and controls with various service providers, including custodians, consultants, etc.; as pertaining to Public Assets.
  • Coordinate with Accounting and Capital Finance teams on inputs necessary to facilitate liquidity and trade flows supporting participant transfers.
  • Support analysis and reporting functions for UC Investments' Sustainable Investing Framework as it relates to Public Assets investments data.

15% - Accounting, Transaction support

  • Assist Investment Operations Manager, Public Investments in scoping, executing, and reconciling transactions across Public Equity and Fixed Income.
  • Work with Public asset class teams, investment managers, and custodian bank to facilitate operational procedures throughout the transaction lifecycle across separate and commingled account assets.

10% - Audit Coverage

  • Assist in the yearly external investment audit process including preparing analysis and support for transaction testing, holdings disclosures, valuation procedures, audit confirmations, practical expedient checklist, etc. Act as primary lead specifically for Trade Desk audit testing procedures.

5% - Liquidity Forecasting

  • Provide backup coverage as needed on the daily Investment Cash Desk forecasting function; liaise with Investment Operations, Cash Management Portfolio Manager, Treasury, and Custody Teams to compose and verify real-time investment / product liquidity cash balancing and forecast views.

Required Qualifications

  • Bachelor's Degree and minimum of 7 years of related experience or equivalent combination of education and experience.
  • Understanding of investment asset owner operations, performance measurement, attribution, valuation and risk measurement. Familiarity with Bloomberg Trade Processing, Public Equity and Fixed Income investments.
  • Knowledge of investment software programs such as Custodian and Banking Systems, Investment Manager databases, Bloomberg, and data structures.
  • Thorough knowledge of financial transactions and financial systems, as well as related policy, accounting and regulatory compliance requirements.
  • Demonstrated working knowledge of accounting principles (particularly as it relates to investment accounting) and business math to prepare, reconcile, analyze and report financial transactions. Knowledge of GAAP accounting principles is preferred.
  • Excellent organizational skills and ability to prioritize work and complete assignments to meet strict deadlines.
  • Proven proficiency with Microsoft Suite, able to automate reconciliations, knowledge and skill in the use of various information databases. Ability to analyze functionality and recommend enhancements.
  • Strong oral and written communication skills; ability to gather and present ideas, thoughts, and information clearly and logically; ability to communicate in a direct, cooperative, tactful, patient, and courteous manner and to listen effectively.
  • Strong customer service orientation; ability to respond effectively and professionally to questions from internal and external stakeholders.

Education

  • Bachelor's degree in related area and a minimum of 7 years of job-related experience and/or equivalent experience/training.

SPECIAL CONDITIONS

The selected candidate will be required to work onsite in Oakland, CA five days per week. The hire will be a current resident of California or be willing to relocate to California.

Full Salary Range: 85,800 - 158,200
