POSITION PURPOSE:

The Forensic Restoration Specialist works with clients who have been evaluated by court and have been found Incompetent to proceed; assisting clients with achieving a better understanding of the legal system and how it applies to them.

POSITION REQUIREMENTS / QUALIFICATIONS:

Education/Experience:
Bachelor’s Degree in criminal justice, psychology, social work, sociology, or related fields and at least three (3) years of practical experience in community mental health, forensic mental health or criminal justice.

Licensure / Certification:
Maintain current CPR Certification from the American Heart Association. Must have a valid Florida Driver’s License.

Skills / Ability:
Knowledge of issues related to criminal justice, community mental health, case management and community resources. Knowledge of personal computer software, i.e. Word, WordPerfect, Excel, Internet Explorer. Ability to communicate effectively orally and in writing. Ability to follow oral and written instructions. Detail-oriented, goal-oriented. Ability to maintain complex records. Ability to establish and maintain effective relationships with co-workers, the judiciary, court administration, and other agencies. Ability to converse in Spanish and/or Creole a plus.

POSITION RESPONSIBILITIES (THIS IS NON-EXEMPT POSITION)

Maintain close working relationships with the Community Mental Health Centers, Community Case Managers, Public Defenders, the Office of the State Attorney, and the Mental Health Administrator’s Office.

Work with clients who have been evaluated by court and have been found Incompetent to Proceed.

Assist clients with achieving a better understanding of the legal system and how it applies to them.

Reviews the process and criteria used by legal experts used within the United States. The criteria used will be extracted from the Supreme Court decision Dusky vs. U.S., which is intended to protect the client and their rights as a defendant.

Must obtain a certification of attendance from the Florida Forensic Examiner Training presented by the Louis de la Parte Florida Mental Health Institute within one (1) year of employment.

Assess clients and assist them with appreciation of charges, appreciation of penalties, understanding the legal process, the capacity to testify relevantly, the ability to disclose information to their attorney, and the ability to manifest appropriate courtroom behavior.

Facilitates group and individual community-based Competency Restoration Training client under a conditional release order pursuant to FS 916.17.

The education of the client will be taught in the format of individual, group sessions, role play, interactive videos of court proceedings with forensic clients, moderated television style quizzes, workbooks, monthly forums, and moc trials and moc hearings.

Work in conjunction with the team Psychologist to prepare clients for Competency evaluations.

Responsible to maintain data pertaining to competency restoration training including but not limited to the number of individuals restored to competency, number of individuals whose court jurisdiction is terminated and reasons for termination, etc.

Meet with community providers to discuss urgent situations pertaining to the client. The information will be shared with the assigned Conditional Release Monitoring Specialist as soon as possible.

Required to perform any job duties that will enhance services provided to the Forensic client

Required to travel and competency restoration activities off site. Reliable transportation is a requirement of this position.

All referrals to the community must be reviewed and discussed with the Forensic Team Leader. This includes the presentation of the referral packet.

Complies with required certification for CPR/CPI.

Complies with established facility Policies and Procedures.

Participates in staff meetings; responsible for obtaining information in not in attendance.

Participates in committee as directed by the BHCC Vice-President and Clinical Coordinator.

Maintains 80% productivity monthly.

Adheres to Confidentiality Policies and Procedures / HIPAA Regulations.

Performs other duties as assigned.
