Job Description and Duties

This position supports the Department’s contracting and administrative needs. Provide consultative and technical assistance as it pertains to contracting activities which includes contract development and negotiation during preliminary and operational planning stages of departmental programs. Research, analyze and make recommendations concerning complex legal and policy issues on contracting activities; and advise departmental staff on legal opinions and guidelines provided by the Department of General Services, Office of Legal Services. Independently develop and/or review specifications for Invitations for Bid/Request for Proposals and coordinate, draft, and finalize complex personal services contracts, interagency agreements, reimbursable services agreements and amendment documents. Complete solicitations for IT and non-IT services for advertisement in the California State Contracts Register (CSCR) utilizing the State’s Financial Information System for California (FI$Cal).

Working Conditions

Under the direction of the Staff Services Manager I, the Associate Governmental Program Analyst (AGPA) develops complex personal services contracts, interagency agreements, letters of agreement, and reimbursable services agreements.

This position is designated under the Conflict of Interest Code.  The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests.  The appointee is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.
