POSITION SUMMARY

The Construction Manager (Underground) will be responsible for managing all site operations during execution of the project, including site personnel, materials, construction schedule, and budget. The Construction Manager or its duly authorized representatives shall be present at the Work Site each day where work is planned or performed, receiving orders and directions from the Project Director and coordinating all project personnel and subcontractors. This role ensures the project is executed safely, on schedule, and in compliance with contract requirements, while maintaining quality and cost control.

The CM’s key responsibilities are:

  • Plan, organize, direct, control, and evaluate construction activities from start to finish according to schedule, specifications, and budget.
  • Lead and manage the pre-construction phase using design-build, construction management, or stipulated price methodologies.
  • Participate in design meetings with owners, architects, consultants, and engineers to provide real-time recommendations and ensure constructability.
  • Review and provide feedback on specifications and drawings for clarity, consistency, and coordination.
  • Lead constructability reviews and coordinate resolution of design issues.
  • Support cost estimating activities and provide input on value engineering and construction budgets.
  • Oversee pre-construction deliverables from project initiation through construction document completion.
  • Prepare site logistics plans, construction management plans, trade package strategies, early works plans, and sequencing options.
  • Assist in the preparation of General Requirements documents and recommend project-specific considerations.
  • Conduct site visits to assess renovation options and support feasibility studies.
  • Ensure compliance with safety regulations and environmental standards; lead safety audits and underground-specific risk assessments.
  • Liaise with municipal authorities, utility companies, and other stakeholders for permits and coordination.
  • Manage community relations and address concerns related to tunneling impacts.
  • Interpret geotechnical reports and adapt construction methods accordingly; monitor ground movement and settlement during excavation and underpinning.
  • Support subcontractor performance management and identify/document potential claims or change orders.
  • Promote and implement tunnel-specific technologies and innovative construction techniques to improve efficiency and safety.
  • Supervise and coordinate all underground construction activities, including TBM operations, and cavern excavation, ensuring alignment with project goals, safety protocols, and schedule.
  • Direct and oversee TBM operations, including assembly, commissioning, performance monitoring, and maintenance coordination.
  • Supervise cavern works, including excavation, lining, waterproofing, and installation of support systems.
  • Manage tunnel alignment and survey activities, ensuring real-time monitoring and compliance with design tolerances.
  • Oversee quality assurance and quality control (QA/QC) for all underground works, including testing and inspection of shotcrete, waterproofing, and segmental lining.
  • Monitor and manage responses to unexpected ground conditions (e.g., groundwater ingress, obstructions), and coordinate emergency mitigation measures.
  • Ensure proper sequencing, ventilation, and fire/life safety systems are in place for tunnel excavation, including coordination of emergency egress and response plans.
  • Supervise installation and integration of MEP systems within underground structures, as applicable to the construction phase (e.g., lighting, ventilation, drainage).
  • Manage tunneling-specific change orders, claims, and potential disputes in collaboration with commercial and legal teams.
  • Track and manage underground-specific cost and schedule performance; lead mitigation or recovery actions when necessary.
  • Oversee environmental controls and mitigation for underground works, including spoil handling, groundwater discharge, and dust/noise management.

EDUCATION AND QUALIFICATIONS

  • Bachelor’s degree in Civil Engineering, Mining Engineering, or related field.
  • Minimum 15 years of construction experience, with at least 10 years in tunnel construction management in a lead role.
  • Demonstrated relevant construction management experience on projects of a similar nature, size and complexity, with a particular emphasis on tunneling work, and with design-build contracts.
  • Demonstrated expertise in bored tunnel, micro-tunnel, and SEM construction, including tunnel lining systems (shotcrete, segmental lining, waterproofing) and monitoring systems (ground movement, water ingress).
  • Proven ability to manage subway or large-scale infrastructure projects through design-build delivery, construction, and handover.
  • Certifications or training relevant to underground construction safety (e.g. confined space, tunneling safety, OSHA, mine safety if relevant).
  • Strong leadership and communication skills with the ability to lead multidisciplinary teams, mentor junior engineers, and foster a safety-first culture.
  • Knowledge of government regulations, value engineering practices, and community/stakeholder coordination for tunneling projects.
  • Proficiency in Microsoft Office Suite, Microsoft Project (or other Gantt chart tools), and BIM platforms such as Navisworks and Revit.

JOB REQUIREMENTS

  • Experience supervising TBM operations (assembly, commissioning, maintenance, troubleshooting).
  • In-depth knowledge of geotechnical challenges: ground water, soil/rock behavior, settlement monitoring, instrumentation.
  • Familiarity with life-safety and emergency response protocols in underground settings (ventilation, egress, fire suppression).
  • Experience with underground utilities relocation/protection.
  • Strong scheduling expertise specific to TBM & cavern work: ability to model advance, downtime, recovery.
  • Track record of managing cost/schedule risks in underground or tunnel-heavy projects.
  • Understanding of environmental regulation relevant to underground work (water discharge, spoil management, air quality).

PHYSICAL DEMANDS

  • Work is primarily at active underground construction sites with exposure to confined spaces, dust, noise, vibration, and variable ground conditions.
  • Must be able to stand, walk, and climb for extended periods; navigate uneven ground, scaffolding, and ladders; and work around heavy tunneling equipment.
  • Requires regular use of personal protective equipment (PPE), including hard hats, safety boots, high-visibility clothing, and eye/ear protection as necessary.
  • Ability to perform site inspections, monitor field activities, and respond quickly to safety or operational issues in physically demanding conditions.
  • Flexibility to work extended hours, nights, weekends, and rotating shifts as project demands require.
  • Occasional office-based work is required for reviewing documents, preparing reports, and coordinating with project management teams.
