About this Role:

Under the direction of the Staff Services Manager I (SSM I) of the California Statewide Automated Welfare System (CalSAWS) Unit, the Associate Governmental Program Analyst (AGPA) will provide functional and analytical support on Medi-Cal policies and procedures as they relate to system development and modification. The AGPA will research and interpret federal and state legislation and regulations as they relate to Medi-Cal. The AGPA will also serve as the liaison for Division management and/or staff to resolve Medi-Cal-related policy issues and manage the timeline for implementation while ensuring that critical programs, functionality, data access, and policy implementation are maintained. The AGPA will serve as the Division’s Medi-Cal policy expert on the ongoing system maintenance and enhancements for CalSAWS and the California Statewide Benefits Portal, BenefitsCal. The AGPA will work with Division management and staff, the Centers for Medicare and Medicaid Services (CMS), the County Welfare Directors’ Association, the California Department of Social Services (CDSS), Office of Technology and Solutions Integration (OTSI), advocacy groups, private contractors, and other divisions within the Department of Health Care Services (DHCS) in the coordination of system functionality and enhancements. The AGPA will ensure accurate interpretation of federal and state guidance as it relates to Medi-Cal and provide State-level oversight over the maintenance and ongoing implementation of CalSAWS.

Working Conditions

This position offers a hybrid work schedule as outlined in the telework information section below; the amount of telework is based on the operational business needs. This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Telework Information

This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
